LEADER PROGRAMME
Moray 2009 – 2013

On the 19th January, 2009 at the Rural Funding Seminar in Elgin Town Hall, Moray’s LEADER Programme was launched by Cabinet Secretary Richard Lochhead, MSP.

The aim of LEADER is to increase the capacity of local rural community and business networks to build knowledge and skills, and encourage innovation and co-operation in order to tackle local development objectives. LEADER will account for 5% of the total SRDP allocation (around £38m). Funding is awarded by Local Action Groups ( LAGs) who take decisions on projects which are community driven and have a wide community benefit. The lags are a partnership of non public and public bodies with a minimum representation of 50/50.

The Moray LEADER programme will be available to rural areas throughout Moray, i.e., All of Moray with the exception of Elgin and National Park. Moray has been allocated £1.8 million for the lifetime of the programme, with a total budget of around £5 million which includes match funding. LEADER can fund up to 50 % of eligible costs of projects that fall under two themes:

REVITALISING COMMUNITIES and PROGRESSIVE RURAL ECONOMY

Examples of projects considered eligible include:

  • Rural transport
  • Community facilities
  • New approaches to rural services
  • Youth enterprise
  • Adding value to local products
  • Micro enterprise/diversification
  • Cooperation, e.g. in tourism

Eligible Capital and Revenue project costs, include:

  • Physical building works
  • Environmental improvements
  • Staffing costs
  • Professional fees
  • Direct overheads
  • Childcare costs

Please Note: All projects will require a minimum of 50% match funding, some of which can be in Kind
