Intelligent Energy-Europe II

Budget: €730 million

Purpose of Programme

The Intelligent Energy-Europe II Programme supports energy efficiency, renewable energy sources and energy diversification. It is also designed to contribute to ensuring secure, sustainable energy for Europe, while enhancing European competitiveness.

The Programme aims to:

  • to foster energy efficiency and the rational use of energy resources;
  • to promote new and renewable energy sources and to support energy diversification;
  • to promote energy efficiency and the use of new and renewable energy sources in transport

Programme Mechanisms:
The IEE II programme is structured in four fields:

1. “SAVE”, which concerns the improvement of energy efficiency and the rational use of energy, in
particular in the building and industry sectors (with the exception of actions under STEER), including the preparation of legislative measures and their application;

2. “ALTENER”, which concerns the promotion of new and renewable energy sources for centralised
and decentralised production of electricity and heat and their integration into the local environment and energy systems (with the exception of actions under STEER), including the preparation of legislative measures and their application;

3. “STEER”, which concerns support for initiatives relating to all energy aspects of transport, the diversification of fuels such as through new developing and renewable energy sources and the promotion of renewable fuels and energy efficiency in transport, including the preparation of legislative measures and their application;

4. “COOPENER”, which concerns support for initiatives relating to the promotion of renewable energy sources and energy efficiency in the developing countries, in particular in the framework of the Community cooperation with developing countries in Africa, Asia, Latin America and the Pacific.

Size of Projects:

No typical budget, however projects of less than €500 000 or over €2.5 million are exceptional

Criteria (e.g. number of partners?)

  • Three types of actions are supported: European projects, one-off events, and the creation of local/regional energy agencies.
  • For projects applications must be submitted by a team of at least three independent undertakings established on the territories of three different participating countries.
  • For new local/regional energy management agencies applications must be submitted by a team of at least two local or regional authorities established on the territories of two participating countries
  • For events, applications must be submitted by at least one undertaking established on the territories of the participating countries.

Purpose of Programme

To contribute to the implementation, updating and development of EC environmental policy and legislation, including the integration of the environment into other policies, thereby contributing to sustainable development.

Programme Mechanisms
LIFE+ will be composed of three components as follows:

1. LIFE+ Nature and Biodiversity

  • To contribute to the implementation of EC policy including at regional and local level.
  • To support the further development and implementation of the Natura 2000 network.
  • To contribute to and support monitoring, assessment and evaluation of both environmental factors and policy.
  • To broaden stakeholder involvement in consultations on and the implementation of policy and legislation.

2. LIFE+ Environment Policy and Governance

  • To contribute to development and demonstration of innovative policy approaches, technologies, methods and instruments.
  • To contribute to consolidation of the knowledge base.
  • To support the design and implementation of approaches to monitoring and assessment of the state of the environment and the factors; pressures and responses that impact on it.
  • To facilitate the implementation of Community environment policy with particular emphasis on local and regional level.
  • To broaden stakeholder participation including NGOs.

3. LIFE+ Information and Communication

  • To disseminate information and raise awareness.
  • To support accompanying measures such as information; communications actions and campaigns, conferences and training.
  • The main innovation of LIFE+ is that at least 80% of the budget will be subject to DELEGATED AUTHORITY whereby it will be allocated to the a managing authority. The authority will then take on the task of defining a national work programme and managing and implementing the programme and the projects arising.
  • Community funding may take the following legal forms:
    1. grant agreements;
    2. public procurement contracts.

Grants may be provided in specific forms such as framework partnership agreements, participation in financial mechanisms and funds or co-funding of operating or action grants. In the case of public procurement contracts, Community funds may cover the costs of purchase of services and goods. These costs may include expenditure on information and communication, preparation, implementation, monitoring, checking and evaluation of projects, policies, programmes and legislation.

  • It should be possible for measures and projects financed by LIFE+ to contribute to the achievement of the specific objectives of more than one of these three components and to involve the participation of more than one Member State, as well as to contribute to the development of strategic approaches to meeting environmental objectives.
