Purpose of Programme
General Objective
To enhance the cultural area shared by Europeans and based on a common cultural heritage through the development of cultural cooperation between the creators, cultural players and cultural institutions of the countries taking part in the programme with a view to encouraging the emergence of European citizenship.
specific objectives:
- To promote the transnational mobility of cultural players.
- To encourage the transnational circulation of works and cultural and artistic products.
- To encourage intercultural dialogue.
Programme Mechanisms:
1. Support for cultural actions
- Multi-annual cooperation projects – sustainable and structured cultural cooperation projects
- Cooperation measures – sectoral or cross-sectoral cultural cooperation actions between European operators
- Special actions - actions should be substantial in scale and scope, strike a significant chord with the people of Europe, help to increase their sense of belonging to the same community, make them aware of the cultural diversity of the MS and contribute to intercultural and international dialogue.
2. Support for bodies active at European level in the field of culture
- support for the networking and mobility of European training professionals, in particular:
- European film schools,
- training institutes,
- partners in the professional sector;
3. Support for analyses and for the collection and dissemination of information and for maximising the impact of projects in the field of cultural cooperation
- Cultural contact points to ensure targeted, effective grass-root dissemination of practical information on the programme.
- Analyses in the field of cultural cooperation aim to increase the volume and quality of information and data to develop comparative data and analysis on cultural cooperation at European level.
- Collection and dissemination of information and maximising the impact of projects in the field of cultural cooperation

Purpose of Programme
The overall objectives of the MEDIA 2007 programme have been decided as the following:
- To preserve and enhance European cultural diversity and its cinematographic and audiovisual heritage, guarantee accessibility to this for Europeans and promote intercultural dialogue.
- To increase the circulation of European audiovisual works inside and outside the EU.
- To strengthen the competitiveness of the EU audiovisual sector in the framework of an open and competitive market.
Measures under MEDIA actions must:
- Take account of the importance of the creative process in the European audiovisual sector and the cultural value of Europe’s cinematographic and audiovisual heritage.
- Strengthen the production structures of small businesses to make the European audiovisual sector more competitive, as they constitute its core. This will mean contributing to the spread of a business culture for the sector and facilitating private investment.
- Reduce imbalances between European countries with a high audiovisual production capacity and countries with low production capacity or a restricted linguistic area. This priority responds to the need to preserve and enhance cultural diversity and inter-cultural dialogue in Europe. It will foster transparency and competition in the single market.
Programme Mechanisms:
1. Strengthen the skills of European audiovisual professionals in the fields of development, production, distribution/ dissemination and promotion, in order to improve the quality and potential of European audiovisual works. The programme shall support notably action in the following areas:
- scriptwriting techniques with the aim of increasing the quality of European audiovisual works and their potential circulation;
- economic, financial and commercial management of production, distribution and promotion of audiovisual works to enable European strategies to be devised right from the development phase;
- inclusion upstream of digital technologies for production, post-production, distribution, marketing and archiving of European audiovisual programmes.
Steps shall also be taken to ensure the participation of professionals and trainers from countries.
2. Improve the European dimension of audiovisual training activities by:
- support for the networking and mobility of European training professionals, in particular:
- European film schools,
- training institutes,
- partners in the professional sector;
- training for trainers;
- support for film schools;
- adoption of coordination activities and of promotion of the bodies supported in relation to the activities set out in point 1;
Downstream of audiovisual production: the distribution and promotion of European audiovisual works
- Strengthen European distribution by encouraging distributors to invest in the co-production, acquisition and promotion of non-national European films and to set up coordinated marketing strategies;
- Improve the circulation of non-national European films on the European and international markets by incentive measures for export, distribution on any medium and cinema exhibition;
- Promote the transnational dissemination of European audiovisual works produced by independent production companies by encouraging cooperation between broadcasters on the one hand and independent producers and distributors on the other;
- Encourage the digitisation of European audiovisual works and the development of a competitive digital market place;
- Encourage cinemas to exploit the possibilities offered by digital distribution.
Pilot projects to ensure that the programme adjusts to market developments
The programme may support pilot projects to ensure that it adapts to market developments, with a particular emphasis on the introduction and utilisation of information and communication technologies.
