Entrepreneurship and Innovation Programme
Budget: €2.166 billion
This programme will bring together activities that were previously carried out under the Multiannual Programme for Enterprise and Entrepreneurship (MAP), and the environmental technologies part of the LIFE-Environment programme. CIP will also build on innovation activities that were previously implemented through framework programmes for research, technological development and demonstration.
- Access to finance for the start-up and growth of SMEs and investment in innovation activities, including ecoinnovation
- increasing investment volumes of risk capital funds and investment vehicles promoted by business angels
- providing leverage to SME debt financing instruments
- improving the financial environment for SMEs
- Creation of an environment favourable to SME co-operation
- fostering services in support of SMEs
- contributing to measures helping SMEs to cooperate with other enterprises across borders, including SME cooperation in the field of European standardization
- promoting and facilitating international business cooperation
- Innovation, including eco-innovation in enterprises
- fostering sector-specific innovation, clusters, innovation networks, public-private innovation partnerships and cooperation with relevant international organisations, and the use of innovation management;
- supporting national and regional programmes for business innovation;
- supporting the take-up of innovative technologies;
- supporting services for transnational knowledge and technology transfer and for intellectual and industrial property management
- exploring new types of innovation services
- fostering technology and knowledge through data archiving and transfer
- Entrepreneurship and Innovation culture
- encouraging entrepreneurial mindsets, skills and culture, and the balancing of entrepreneurial risk and reward;
- encouraging a business environment favourable to innovation, enterprise development and growth;
- supporting policy development and cooperation between actors, including national and regional programme managers
- Enterprise and innovation related economic and administrative reform
- collecting data, analysing and monitoring performance, and developing and coordinating policy;
- contributing to the definition and promotion of competitiveness strategies related to industry and service sectors;
- supporting mutual learning for excellence in national and regional administrations
Programme Mechanisms:
- There are three financial instruments to facilitate access to finance for SMEs:
- The High Growth and Innovative SME Facility (GIF) – The GIF is designed to contribute to the establishment and financing of SMEs and reduce the equity and risk capital market gap with a view to improving the European Venture Capital Market.
- Investing in specialised venture capital funds.
It will also support innovative SMEs with high growth potential.
- GIF will invest in specialised risk capital funds.
- The SME Guarantee Facility (SMEG) – The SMEG will be operated by the EIF on behalf of the Commission. It will provide counter or co- guarantees for schemes operating in eligible countries and direct guarantees for any other appropriate financial intermediary via the following mechanisms:
- Debt financing via loans or leasing enterprises
- Microcredit financing
- Securitisation of SME debt finance portfolios
- The Capacity Building Scheme (CBS) – The CBS will operate with international financial institutions such as the EBRD, EIB, EIF and CEB. It will improve the investment and technology expertise of funds and otger financial intermediaries investing in SMEs or SMEs with growth potential. It will also stimulate the supply of credit to SMEs by enhancing the credit appraisal procedures for SMEs
The CBS will consist of the Seed Capital Action, which will supply grants to stimulate the supply of venture capital for innovative SMEs and other SMEs with growth potential, and the Partnership Action, designed to provide grants to financial intermediaries to cover the cost of technical assistance to improve their credit appraisal procedures for SME debt financing.
- Eco-innovation and innovation pilot projects and market replication projects of Community relevance will also be supported under EIP.
- Following a call for proposals, the commission will choose Business Support Networks to supply information, innovation services and FP7 advice and assistance for SMEs. These will replace EICs and IRCs.

Purpose of Programme
This programme will build on the aims of the previous e- TEN , Modinis and e-Content programmes and will support the aims of the new integrated strategy i2010 - European Information Society 2010 .
The ICT programme will stimulate the new converging markets for electronic networks, media content and digital technologies. It will test solutions to the bottlenecks that delay wide European deployment of electronic services. It will also support the modernisation of public sector services that will raise productivity and improve services.
The ICT pillar of CIP will promote the opportunities and benefits that ICTs bring to citizens and businesses falling under three thematic headings.
- The development of a Single European information space
Actions will aim at:
- ensuring seamless access to ICT based services for rapid, appropriate and effective take up of converging digital communications with particular emphasis on interoperability, the use of open standards, as well as security and trust aspects.
- improving the conditions for the development of digital content with a special emphasis on multilingualism and cultural diversity;
- monitoring the European Information Society, through data collection and analysis of the development, availability and use of digital communication services, access to and take-up of broadband as well as developments of content and services.
- Stimulating innovation through the wider adoption of and investment in ICTs
Actions will aim at:
- promoting innovation in processes, services and products enabled by ICT, notably in SMEs and public services, taking into account the necessary skills requirements;
- facilitating public and private interaction as well as partnerships for accelerating innovation and investments in ICTs;
- promoting and raising awareness of the opportunities and benefits that ICT and its new applications bring to citizens and businesses, including strengthening confidence in and openness to new ICT, and stimulating debate at the European level on emerging ICT trends and developments.
- Developing an inclusive Information Society
Actions on developing an inclusive information society and more efficient and effective services in areas of public interest as well as improving quality of life will aim at:
- widening ICT accessibility and digital literacy;
- reinforcing trust and confidence as well as support of ICT use, addressing in particular privacy concerns;
- improving the quality, efficiency and availability of electronic services in areas of public interest and for ICT enabled participation, [including interoperable pan-European or cross-border public services as well as developing common interest building blocks and sharing good practices].
Emphasis will be placed on the promotion and awareness-raising of the opportunities and benefits of ICT for citizens, public authorities and businesses, particularly SMEs.
Programme Mechanisms:
- Projects, including implementation, pilot and market replication projects with the aim of promoting innovation, technology transfer and dissemination of new technologies.
- Best practice actions to spread knowledge and share experience
- Thematic networks which will bring together a variety of stakeholders so as to facilitate co-ordination activities and transfer of knowledge.
